Election workers receiving email ballots from voters can be exposed to malware/viruses by spoof ballot emails sent by hackers. If receiving a ballot with a jpeg or pdf ballot, it requires the election worker to open it to process the ballots vote. Which would then allow malware to get into the elections workers computer which would allow backdoor access to the elections network.
